Sri. K N Balagopal was born at Kalanjoor, Pathanamthitta District on 28th July 1963 as the son of Sri. P K Narayana Panicker and Smt. O V Radhamany Amma. He had his school education at Pop Pius IX High School, Bharanikavu, Kollam. He had his B Com and M Com Degrees from University of Kerala and secured his LLB and LLM from Kerala Law Academy Law College, Thiruvananthapuram.

Sri. K N Balagopal had entered the public life through Students Federation of India and held the post of National President of the federation. During this period he was the member of Student Syndicate and Student Senate of University of Kerala. Later he was the All India Joint Secretary of Democratic Youth Federation of India. He was the Syndicate member of University of Kerala during 2000-2004.

During his tenure in Rajya Sabha from April 2010 to April 2016, he was the member in the Committee on Commerce (April 201-May 2014), Consultative Committee for the Ministry of Chemicals and Fertilizers (May 2012 onwards) member in the Court of Aligarh Muslim University(May 2012 to September 2014), member of Select Committee of Rajya Sabha on the Lokpal and Lokayuktas Bill (2011), member of Committee on Transport, Tourism and Culture (October 2014 onwards), member in the Joint Committee on Salaries and Allowances pf Members of Parliament (December 2014 to February 2015), Member, Select Committee of Rajya Sabha on the Repealing and Amending Bill, 2014 Member, Select Committee of Rajya Sabha on the Coal Mines (Special Provisions) Bill, 2015 (Retired on 2nd April 2016). He had also served as the member of Rubber Board from September 2014.

During 2006 to 2010, Sri. K N Balagopal had served as the Political Secretary to the Chief Minister, Sri. V S Achuthanandan. Presently Sri. K N Balagopal is the member of Kerala Legislative Assembly from Kottarakkara constituency.

Sri. K N Balagopal has two children, Kalyani and Sreehari. His wife Smt. Asha is the Assistant Professor at HHMSPB NSS College for Women, Neeramankara, Thiruvananthapuram.
